Born in Staraya Russa, in the Novgorod region of the Russian Federation, Vadym V. Novynskyi, graduated as a Management System Engineer from the Leningrad Academy of Civil Aviation in 1985.

Novynski worked for various companies in Russia including Lukoil North West before moving to Ukraine in the mid-1990s. It was then that he started acquiring metallurgical companies, uniting them in 2006 into Ukraine’s Smart Holding Group. Under Novynskyi’s supervision, firstly as President and then as Chairman, Smart-Holding became one of the largest production and investment groups in Ukraine. Its interests include metals and mining, oil and gas, banking, agriculture, retail, shipbuilding and real estate businesses.

Novynskyi is the soul benefactor of the International Charitable Foundation in Honour of the Protection of the Holy Virgin. The fund was set up in September 2008 to enable Smart-Holding to implement charitable and humanitarian initiatives effectively and systematically across Ukraine.

In 2012, Novynskyi was granted Ukrainian Citizenship, which enabled him to enter politics. In 2013 he became a People’s Deputy at the Verknovna Rada of Ukraine (7th convocation), and he was successfully re-elected in 2014 (8th convocation). He is a member of a faction of the Opposition Bloc. At the Rada he is Chairman of a Sub-Committee responsible for Charitable Activity. He is also a member of groups that deal with Inter-Parliamentary Relations with the Kingdom of Norway and Inter-Parliamentary Cooperation with the People’s Republic of China.

Novynskyi as a public person has been active in media - he has been writing articles for both national and international press, as well as maintaining an online presence via his social network.

Novynskyi was awarded the Order of Merit (3rd Class) for services to Ukraine. He lives in Kiev and is married with four children.
